In the last 18 months we have recruited a number of additional staff to facilitate our needs as a growing business. Please see below for details of our team:


Malcolm lives in North Shropshire and joined the Practice in 2000 and works 3 days a week. Malcolm was previously an Area Planning Officer in Development Control with Shrewsbury and Atcham Borough Council and dealt with all types of planning applications and appeals. Malcolm is available from 10.00 a.m. to 4.00 p.m. Tuesdays, Wednesdays and Thursdays.
DAVID WILKS
Senior Planning Consultant
David lives in South Shropshire and holds a degree of Bachelor of Science with First Class Honours in Town Planning and a Post-Graduate Diploma in Environmental Management. He is a Member of the RTPI and of the Chartered Institute of Management. David was employed from 1963 to 1987 with various county and district local authorities in Herefordshire, Oxfordshire, Hertfordshire, Warwickshire and Powys rising to a position as Assistant Director of Planning. David joined the Planning Inspectorate in 1987 and retired as a Senior Planning Inspector in 2004. During this period he was part of the Wales Inspector Group determining and reporting on appeals on behalf of the Welsh Assembly Government. David continued with the Planning Inspectorate on a consultancy and part-time basis until March 2008 and joined Les Stephan Planning Ltd in June 2008. He now works for the Practice 2 days a week and is available from 10.00 a.m. to 4.00 p.m. Mondays and Tuesdays.
PENNY STEPHAN
Student Planning Consultant
Penny has lived in Shrewsbury all her life and joined her father in the Practice in September 2004. She successfully completed a 2D Auto CAD (Level 3) course at Shrewsbury College of Arts and Technology in September 2006. Penny is now studying part time at Birmingham City University for a BSc Hons in Planning and Development; and is currently awaiting her third year results. She is also a student member of the RTPI.
NICK HARPER
AutoCAD Technician
Nick lives in Walsall and joined the practice in September 2009. He is currently studying part-time at Birmingham City University for a BSc Hons in Architectural Technology and is currently awaiting his third year results

ALISON PETERS
Administration Assistant
Alison lives in Shrewsbury and joined the Practice in December 2007 and is responsible for day to day administration. Alison is usually the first point of contact when you call our office and will gladly deal with your telephone enquiries and put you through to one of our experienced team members.
CHRIS ROSE
Accounts Assistant
As a move to semi-retirement, Chris joined Les Stephan Planning Ltd in May 2008 on a part-time basis bringing with her a wealth of professional business knowledge and experience gained in both public and private sector organisations. Her post specifically encompasses all accounting elements of the Practice but, as an all-rounder, is always willing to pitch in and help where needed. Chris is available for any queries Tuesday to Friday 9.00 a.m. to 2.00 p.m.

Hazel lives in Shrewsbury with her partner Les Stephan and joined him in the Practice in 1995. Hazel manages the Practice and is responsible for the day to day running of the business dealing with administrative, personnel and financial matters.

Les was born in Ironbridge and has lived in Shrewsbury for many years. He founded the Planning Consultancy in August 1993 following 4 years prior experience with a private local consultancy. Prior to this Les had extensive experience in various Local Authority planning departments. In the early years of his local government career he was involved in regional planning, structure planning and local planning issues before turning to development control ending his career as Assistant Director of Planning with Shrewsbury & Atcham Borough Council where he was responsible for all development control issues. Les is a Chartered Town Planner and Member of The Royal Town Planning Institute (RTPI).
Stuart lives in South Shropshire and joined the Practice in July 2008. He was previously a Principal Planning Officer with South Shropshire District Council and managed one of the two area planning teams. Stuart moved to Shropshire in 1988 having worked for 3 years for South Derbyshire District Council. Stuart is a Chartered Town Planner and is a Member of The Royal Town Planning Institute (RTPI) and completed a Diploma in Management at Wolverhampton University in 2007.
